A stalled negotiation can produce more discussion without producing a decision. The sponsor needs comparable routes: what each involves, how long it takes, what it costs, and where the stop-loss sits.
For a trade failure, the routes may include extrajudicial recovery, cargo rescue and resale, selective external legal action, or a disciplined closeout. The presence of a route does not make it appropriate for every case.
The Decision Memo puts each option against the same criteria. Evidence, authority, timing, and financial exposure determine what can be supported. The recommendation follows from that comparison.
Once the sponsor accepts a route and its limits, execution begins under a defined mandate. The choice, the rules of engagement, and the conditions for stopping remain part of the record.
