Executive memo

Clocks define the case.

Daily costs, notice deadlines, and logistics windows shape the options available to a sponsor. A case with a storage bill growing every day requires a different cadence from one with a contractual deadline weeks away.

Begin by making those deadlines and daily costs explicit. Record the deadline, the cost of delay, the evidence available, and the owner responsible for the next decision. Compare routes against that same record.

A route that looks attractive in isolation can become irrational when timing is included. Recovery, cargo rescue and resale, external legal action, and closeout each need to be assessed against the cost of waiting.

The purpose of a Decision Memo is to make that comparison clear enough for the sponsor to decide. A disciplined response sets a limit on both time and spend, then revisits the route when its assumptions change.
